After graduating from Ware County High School in 1988, Battalion Chief Jim Blackburn, Jr. began working at the Coca Cola Bottling Company until he was hired by the Waycross Fire Department in April 1991 as a firefighter. Battalion Chief Blackburn obtained National Certification as a Firefighter I and II, as well as attending and receiving training in numerous other areas of firefighting. Battalion Chief Blackburn was promoted to Driver/Engineer in January 2000 where he operated any of the Fire Department’s apparatus. He was later promoted to Lieutenant in July 2004 where he supervised an engine company and assigned fire station. In August 2008 he promoted to the rank of Captain/Training Officer and oversees the daily training activities of his assigned shift.

Additionally in 2011 Battalion Chief Blackburn became a member of the Georgia Search and Rescue Team (GSAR), specifically GSAR QRT-8, which provides specialized rescue personnel to 21 counties that make up area 8, the team can also be deployed state wide as well as nationally. Through becoming a member of GSAR, Battalion Chief Blackburn has obtained National Certification as a High Angle Rope Rescue Technician, Trench Collapse Rescue Technician, Confined Space Rescue Technician, Structural Collapse Technician, and Wild land Search Technician.

Battalion Chief Blackburn continues to serve as the Training Officer presently assigned to C-Shift. He holds certification as a NPQ Fire Instructor I, Live Fire Instructor, Pressurized Container Fire Control Instructor, and is an NPQ Evaluator for the State of Georgia.
