The City Manager is appointed by the Mayor and City Commissioners. As the administrative officer of the city, the City Manager is directly responsible for the administrative government departments.

The City Manager has the responsibility to enforce all laws and ordinances; appoint and/or dismiss all division heads; recommending ordinances, and legislations necessary to achieve an efficient operation of the city. He must inform the Mayor and City Commissioners on all activities and operations plus keep them informed of the city's financial position.

The assistant to the City Manager is directly responsible for the preparation and announcement of all commission meetings as well as the agenda for such meetings. Also, Ms. Kilmark is responsible for planning and coordinating travel plans for all Commissioners and the City Manager. Also, an event planner Ms. Kilmark makes sure that the City of Waycross is well represented in the Community.
